In its operation, GMR maintains a strategic collaboration with the Faculty of Economics and Business, University of Timor to ensure academic excellence and the integrity of its scholarly publications.

Article Processing Charge (APC)

GMR applies a modest Article Processing Charge of IDR 500,000 (approximately USD 30) per accepted manuscript. This fee is used solely to support essential editorial and production operations, long-term digital preservation, and ongoing enhancement of the journal's infrastructure and services. No submission or review fees are charged at any stage of the editorial process.

GMR is committed to ensuring that financial constraints do not prevent the publication of quality research. Authors without institutional or funding support may request a full or partial fee waiver at the time of submission. Waiver requests are evaluated independently of editorial decisions.

Peer Review Process

GMR employs a rigorous double-blind peer review process to ensure the quality, integrity, and scholarly relevance of all published work. All submissions undergo the following stages:

Initial Editorial Screening

The editorial team assesses manuscripts for alignment with the journal's aims and scope, adherence to submission requirements, and minimum quality standards.

7–14 days

Double-Blind Peer Review

At least two independent expert reviewers evaluate each manuscript on the basis of originality, theoretical contribution, methodological rigor, clarity of presentation, and significance of findings.

21–28 days

Editorial Decision

The handling editor synthesizes reviewer feedback and communicates one of four decisions: Accept, Minor Revision, Major Revision, or Reject. Constructive feedback is provided regardless of the outcome.

5–7 days

Fast-Track Review: Manuscripts meeting methodological excellence criteria (e.g., pre-registered designs, open data commitment, multi-country samples) are eligible for priority review with a guaranteed first decision within 45 days. See Author Guidelines for eligibility details.

Commitment to Timeliness: GMR aims to deliver first editorial decisions within 45 days of submission, ensuring authors receive timely, constructive feedback to advance their research.

Publication Ethics and Research Integrity

GMR adheres to the highest standards of publication ethics as outlined by the Committee on Publication Ethics (COPE). All submitted manuscripts must comply with the following principles:

Proper attribution of all sources; manuscripts must represent original work not published or under review elsewhere.

Research involving human participants must obtain informed consent and, where applicable, Institutional Review Board (IRB) approval.

Full disclosure of funding sources, conflicts of interest, and ethical treatment of human subjects and data.

Acknowledgment

Proper recognition of all contributors; authorship must reflect genuine intellectual contribution to the work.

AI and Generative Technology Policy

Authors who use AI-assisted tools (e.g., large language models, AI-based data analysis, or generative technologies) during any stage of research or manuscript preparation must disclose this in the Acknowledgments section. The disclosure should specify the tool(s) used, the purpose of use, and the extent of AI involvement. AI tools cannot be listed as authors, and authors bear full responsibility for the accuracy, integrity, and originality of all content. Detailed requirements are provided in the Author Guidelines.

Plagiarism Screening

All manuscripts are screened using Turnitin or iThenticate prior to review. Submissions exceeding acceptable similarity thresholds will be returned for revision or rejected.

Corrections and Retractions

GMR maintains a transparent policy for corrections, retractions, and expressions of concern, in accordance with COPE Retraction Guidelines.

GMR ensures the long-term preservation and accessibility of the scholarly record through participation in internationally recognized digital preservation networks:

Community-governed dark archive triggered for public access in the event of publisher failure, ensuring the permanence of the scholarly record.

Additional preservation layer for OJS-hosted journals, ensuring redundancy and secure long-term archiving of all published articles through the Public Knowledge Project infrastructure.

All published articles are assigned Digital Object Identifiers (DOIs) via Crossref to support persistent citation and reliable long-term access.

Indexing & Strategic Roadmap

GMR is actively pursuing inclusion in major abstracting and indexing databases, including Google Scholar, Crossref, DOAJ, Dimensions, Semantic Scholar, BASE, and OpenAIRE. The journal is committed to meeting the rigorous criteria for Scopus and Web of Science (WoS) indexation as part of its strategic development roadmap.
